This verse is talking about how God works in and through US. Through you and me as humans, not all the crazy stuff He can do on His own.

God does miracles through us as we are glorifying Him. He parted the Red Sea through Moses. If you look through the Bible, you can see a few times when God did stuff on His own, but most of the time, He worked through someone who had faith.
